Why the VPCC Is Introducing the USA Cycling Membership & Racing Licenses for All Community Program Participants

As the Valley Preferred Cycling Center continues to grow, we remain committed to offering safe, high-quality, and sustainable community programming. Beginning this season, all VPCC community program participants will be required to hold an active USA Cycling (USAC) membership and racing license.

This update aligns VPCC with national standards used at velodromes across the country and strengthens the long-term health of our programming.

Why We’re Making This Change

1. Improved Safety & Standardization

USAC provides nationally recognized safety guidelines, waivers, and risk-management practices. Requiring licensing ensures every rider participates under the same safety framework and allows staff to manage incidents and emergency communication efficiently.

2. Stronger Insurance & Liability Protection

The USAC licensing system provides unified insurance coverage for riders, staff, volunteers, and the facility. This reduces liability and administrative complexity and helps safeguard VPCC’s ability to offer affordable community programs.

3. Better Rider Development Pathways

Many riders progress quickly from introductory programs to structured training and racing. A USAC racing license gives every participant:

  • Access to sanctioned events

Frequently Asked Questions

Will program prices increase because of this change?

Not directly. Program prices naturally change over time — some VPCC programs have existed for nearly 50 years, and with inflation and rising operational needs, it would not be realistic to expect a program in 2026 to cost the same as one in 1985.

However, the USAC membership requirement is not being introduced to raise prices. In fact, it is designed to help us avoid dramatic or exponential increases.

Standardizing all riders through USAC helps the VPCC:

  • Stabilize insurance and administrative costs

  • Reduce risk-management expenses

  • Maintain predictable, sustainable pricing

  • Protect participants from large future cost spikes

The VPCC remains committed to keeping our programs accessible to all participants.

Do all participants need a racing license, even if they’re not racing?

Yes. Track cycling programs follow the same safety and standards as racing environments. The license ensures proper insurance coverage, standardized waivers, and consistent program administration, even for riders who join only for fitness or skill development.

What type of USA Cycling membership do I need?

Participants will need a Base Membership ($20 with auto renewal setup) and a Domestic Racing License (Free for Junior 18 and under, and Adult first time license holders with USAC free for the first year. Beyond your first year, prices vary based on age) appropriate for their age group. The VPCC will provide direct links and guidance to ensure you select the correct option.

How much does the membership cost?

Membership fees are set by USA Cycling and vary by age and category. Youth memberships are typically discounted or even free once the base membership is acquired. The VPCC will continue working to keep overall program costs accessible.

Is this required for youth programs?

Yes. All riders — including youth participants — must hold the appropriate USAC membership. This ensures consistent safety and insurance coverage across all programs.

How will staff verify my license?

The VPCC staff can verify your membership electronically. We do recommend saving a copy on your phone via the USAC app or email confirmation.

What if I arrive without an active license?

Staff can help you complete your USAC membership on site. Riders may not be allowed on the track until membership is active.

Does this make every VPCC session a race?

No. Community programs remain instructional, developmental, or fitness-oriented. The license simply places all riders under a unified insurance and safety structure.

I already have a USA Cycling license. Do I need to do anything?

If your license is active for the entire program period, you are all set.
